On March 18, 2019, the construction project of Hainan Free Trade Port Pilot Area (the third batch) started up collectively and the signing ceremony was solemnly held. Liu Cigui, Secretary of the Hainan Provincial Committee and Director of the Standing Committee of the Provincial People's Congress, announced the signing of the contract. Shen Xiaoming, Vice Secretary of the Hainan Provincial Committee and Governor, delivered a speech. Mao Chaofeng, Standing Committee of the Hainan Provincial Committee, and Zhang Qi, Secretary of the Haikou Municipal Committee, presided over the signing ceremony. Wu Hanling, Chairman of the Board of Handi Group, Wenyaxin, Chairman of the Med.Circle  Group, were invited to attend the signing ceremony.

The Contracted International Medical Device Industry Park project is jointly invested and developed by Handi Group's Handi Health Industry Science and Technology (Hainan Free Trade Zone) Co., Ltd. and Med.Circle Group. The Park integrates high-end medical equipment research and development, production, testing, clinical, display experience, sales, warehousing and logistics, financial leasing and investment. The aim is to make use of the preferential policies of Hainan Free Trade Port Area, promote the deep integration of medical equipment industry and capital, realize the sustainable and efficient development of industrial chain in the park, and serve the global health.

Haikou International Medical Devices Industrial Park will introduce about 15 academician workstations, more than 20 mature international and domestic medical device enterprises and 100-150 innovative medical device start-ups both domestic and abroad to be stationed; at the same time, it will build an international third-party inspection center, an international CDMO platform and an international top talent living space. The park is expected to provide more than 10,000 jobs.
